Malta Enterprise is the Maltese Government’s exclusive agency, which is responsible for promoting and facilitating international investment into the Maltese islands. Acting as the single point of contact for all businesses, they provide support and facilitate opportunities for business owners to setup, expand and develop their businesses.
Malta Enterprise have developed a wide variety of support schemes and incentives for businesses that demonstrate commitment towards growth, sustainability and innovation within the Maltese islands.
Their support schemes and incentives are available to a range of businesses, including those involved in manufacturing, aviation, maritime, logistics, biotechnology, pharmaceuticals and education and training.
Below is an overview of four of the schemes that are readily available to new and existing businesses in Malta.
Smart & Sustainable Investment Scheme
The Smart and Sustainable scheme was developed to encourage local businesses to adopt the ‘twin transition’, which forms part of the European Union’s commitment to become the first climate neutral bloc by 2050 and encourages the use of digital and more environmentally-sustainable business practices and processes.
It provides funding to business projects that can demonstrate a reduction in their carbon footprint through waste minimisation, digitalised technologies, the use of sustainable materials and improving energy and water efficiency.
Approved applications can receive up to 50% of eligible expenditure, up to a maximum of €50,000 per project.

Change to Grow Scheme
The Change to Grow incentive aims to support small to medium-sized businesses to realign their business activities, restructure employees and develop their product and/or service portfolios by optimising and embracing the use of green technology practices and processes.
The incentive has three essential stages, which are approved and monitored on a stage-by-stage basis, to ensure that the project keeps within the proposed guidelines and criterion.
Successful applicants can receive up to a maximum of €10,000 disbursement as a reimbursement of 75% of eligible costs incurred.

Business Start 2021 Scheme
The Business Start 2021 incentive offers support to small start-ups that have developed a viable business concept deemed economically feasible and innovative by Malta Enterprise.
Successful applicants can receive pre-business plan support with an initial seed funding of up to €10,000 to assist them during the early development stage.
Start-ups that present a viable business plan can receive additional support, linked to full time employment, up to a maximum of €20,000 per quarter but that must not exceed a 36-month period.

Micro Invest Scheme
The Micro Invest scheme aims to encourage small to medium-sized businesses to invest in their operations by developing and expanding their business through innovation.
The support can cover a wide variety of qualifying business costs including motor vehicle costs, certification costs, asset investment costs, increased wage costs and the furbishing, refurbishing and upgrading of business premises.
The support comes in the form of a tax credit (up to an equivalent of 45%) calculated as a percentage of eligible expenditure.
There is also an additional 20% tax credit available for established enterprises that operate from Gozo.
